Jake at the Kerning City subway station needs help. Up north, there's a eMr. Lim has been sent there to assess the damage, and Jake wants you to follow to see how bad the damage is.
You should head over to the eConstruction Site North of Kerning City and find the subway station that's under construction, so you can find Mr. Lim.
